It can be. We use the existing work as evidence and examine how the findings connect across the agreed system. The engagement starts with the current decision and the questions that remain.
Does Phase Zero guarantee a capacity increase?
No. It establishes an evidence-based explanation of the operating situation and the implications for your decision. Any capacity improvement depends on what the evidence supports and what is subsequently implemented.
