Can you assess an investment that has already been made?
Yes. We can examine why the expected improvement has not appeared, how the investment interacts with the surrounding operation, and which explanations warrant further testing.
Will the assessment select a machine or automation vendor?
That is normally a later decision. Phase Zero establishes the operating question and the evidence needed to make it. Solution selection follows when the model is sufficiently supported.
